Text formatting toolbar has disappeared

I recently tried to post a new job per template to my job board and I discovered that the the toolbar for text formatting above the section to add a description has disappeared. I am also missing a few fields for things like salary range and the ones that remain have quotes filled into the form fields.

In other modules, the text formatting toolbar performs as normal and when i check under the manage fields section for the job per template, the toolbar is displayed- but not in the area to actually add the job description.

I'm pretty stumped as to where to start so any ideas would be appreciated.
