All the resume are visible by default

I was trying to make the requirement of the resume to visible less strict. My goal was able to make the resume visible if they fill out the requirement fills on the Personal Information. Now, All the resume are visible by default. And I do not remember what I change it to make this happen.

Can someone tell me how to troubleshoot this problem ? I need to make sure that user fill out the information on the Personal Information before their resume became visible.

Any help will be appreciated.
