It should be documented that when a bot is detected, the module will delete past votes from that ip as well. It currently says
Votes from the same IP-address will be ignored forever after reaching this limit."
Also, since the only purpose of the cron job is to delete votes, that should be documented, and perhaps rate's cron job should be disabled by default. Finally, since rate's cron job limits the number of votes that are deleted at each run, it adds the remaining votes to be deleted to drupal's queue. So, even if you disable bot detection afterward, votes will continue to be deleted. This should be documented.
