Implement file rotate on RadioactivityFileIncidentStorage to make sure the file is not used in a read, write and delete at the same time

Added an hourly rotate on the file incident storage. This patch will make sure the cron will only process files which will not be used for adding incidents. It will validate if the file that we want to process incidents for is in at least one hour ago.
