Starting decay after publishing not before

Decay start directly after the content is created.
In some workflows where content needs to be approved before it gets published this can lead to zero radioactivity before the content get published.
I think that for this kind of workflows the decay should start after the content is published.

Maybe this could be a option in the configuration.
