in my case i use quiz module in offline local network server in my school, i become a proctor to watch around 30 students during the exam not online in internet.
sometimes we have a trouble that happen during the test such as :
- the computer suddenly have a problem that we cannot fix immediately or need to restart which is take some times.
- the electricity current is off suddenly caused by human error or anything that we cannot predict it.
- one student leave the room for going to bathroom and back again later.
- others problem that we cannot fix sooner.

so that is why quiz module should have an option that can make unable or disable the timer keep running or auto stop and resume when we have the trouble with the computer.

This sounds like it would be very difficult to implement, since you'd have to somehow lock the users out of the Quiz (to make sure nobody is taking the Quiz when the timer is stopped).

For the issue about power outages/system problems, have you tried simply extending the duration of the Quiz so that users are allowed more time to take it?

Make sure that you turn off automatic revisioning in Quiz settings and do not create a new revision of the Quiz - extending the Quiz timer should then extend it for the learners.
