I'm changing this to bug report, as the documentation is completely useless as it is.

I haven't dug into it yet, but it's part of Acquia's Drupal-Commons and is in their custom modules folder. Digging arond there may give you some additional info

I will provide a commit and full documentation, explanation, etc, sometime mid-week.

To be brief, it provides trending analytics for many Drupal components over time. For example, there are charts that plot node creation over time, with a configurable timespan selector. There is a complete API so your modules could easily provide quant charts that plug right in. It's not related to quantcast.

Just added a screenshot to the project page. Much more will come soon.

Just committed - a dev tar should be available after the next time the package script runs.

Tomorrow I'll add documentation about what the module does, how to use it, and details about the API.
