Releases for qTip (Stylish jQuery Tooltips)

Added new submodules to integrate with different contrib modules.

The 7.x.1.x branch can now be considered stable.

1. Implemented hook_permission... the qTip config page is now available to administrators.
2. Implemented hook_library... the module can now be configured to now load the qTip library on every page request (via the module's config page). This means that developers can now load it as needed using drupal_add_library('qtip', 'qtip') in their modules or themes.
3. Issue #1211690 by Pixopat: Fixes a small bug using qtip for displaying my webforms descriptions.
4. Updated qTip library.

New Features!

* Added the ability to override many settings on a per tooltip basis.
* Added modal frame and ajax support.
* See http://example.com/qtip-examples for examples of how to use the above mentioned features. These examples will probably be moved into their own module for the official release, or a documentation page on drupal.org.

Continued development for first initial release of a stable D7 release.

** NOTE: Since I messed up my tagging, 7.x-1.x of this module is considered development releases. Once Drupal 7 and the qTip library are in stable releases, the 7.x branch of this module will move to 2.x **

Continued development on Drupal 7 branch.

- Removed js and css files from root directory (this did not happen as expected in beta1)
- Forgot to run Coder module on beta1 release
- Changed $_SERVER['REQUEST_URI'] lines to request_uri() function to prevent xss attacks
