Finalize workflow for working group

What we need is to make the process clear. How does the working group get asked for the modules that need upgrading. The charter is pretty clear on what rules and boundaries need to be adhered to.

This would mean that basically the community needs to try and get contact with the module maintainer, explicitly and visibly. If that doesn’t work it can be escalated to the working group. This is pretty similar to the workflow of gaining maintainer status.

I feel an important part of this process will be making known that this path exists for the community.
