Getting started

In order to get the project update working group up and running we need to setup a few things.

4. Document working group role on d.o.

6. Update Charter: meeting schedule (#3453891: Update Charter: meeting schedule)
7. Update Charter: refine process sections (#3454011: Update Charter: refine process sections)
