When the Purge UI module is enabled, there is no link in the admin menu to /admin/config/development/performance/purge

I reviewed MR!33, applied against the Purge 8.x-3.x-dev and confirmed the configure link is added on the Purge UI module.

MR !33 tested successfully on Drupal 11.2.0 with Purge 3.6.0.
