Incomplete drushrc.php leads to problems with site tasks

On occasion I've seen sites where the drushrc.php file is almost empty. Essentially, it just has the db credentials, and the final include for the local.drushrc.php.

This can then lead to errors like "Site was not found." during migrations, since $options['installed'] = true; is missing.

A 'verify' usually fixes this. So perhaps we need a verify post-install, or something.
