Create onboarding materials for potential end users

We should have a form on Drupal.org where we send new potential end-users who want to learn more about the community and get onboarded.

It seems like the first step should be to create the onboarding material, or take existing content on drupal.org and present it in a more condensed/streamlined way for this audience.

Tasks include:

• Create a new landing page on Drupal.org to capture information about potential end users.
• Ask people which stream they want: technical or non-technical
• Create on-boarding materials to send to these users, and invite them to DrupalCon or other Drupal Association events/webinars to get to know the community and learn about Drupal.
