Now that #32124: Enable download statistics is done and #1353138: Display download count on project page is moving forward, once #1488984: Put download totals into the solr docs for projects (and releases) is complete, we should expose a way to sort (and maybe filter) projects based on download counts over at /project/modules and friends (the solr-based project browsing pages). We'll want it to be able to handle global stats or restricted to a given version of core.

Actually, I need to make sure that the special code to help the sort stay set when switching to filtering by api tid kicks in for the new sort....
