Create drupal_alter hook to allow other modules to define what not to export

This should function similar to the exclusion list for blocking certain variables from export that we know can cause issues. This way you can have a secondary module that defines what not to export to your make and info files for cleaner builds.

This is another follow up to #1714332: Don't include core modules in make file.
