It would be nice if there was a brief example as to why I might want to use this module.

I'm thinking, if I have a site (abc.com) that I've already created and then would like to create a new site (xyz.com) just like it (less all the user data) this module would do this?

How about this? If site ABC.com was upgraded with new modules/functionality, can I use this module to move site ABC.com's underpinnings to site xyz.com?
