Don't you think about separate settings of who can register accounts and if e-mail verification needed for different profile/role?
Say, usual users can register by path usual/register, get 'usual' role and profile, verify their e-mail and get 'active' status (no admin approval).
But, advanced users need to be approved by admin, so they get 'blocked' status initially, and of course 'advanced' role and profile.

Advanced users usually get more permissions, they really need to be approved by admin.

Donit CreditAttribution: Donit commented@bobfries: A workaround could be to create a "pre-role" with less permissions. Then you have to assign the desired/advanced role manually to the user (as a form of "unblocking").
