I have a project where we're looking to use this module. I was curious if you would be open to us providing some patches / enhancements?
We have some access control requirements that probably don't fit into a generic module and there are some other features that we're interested in adding. So here's what I was thinking...
- Create an API to allow plugable access control modules.
-- pull the existing access control features into sub-modules that use this API.
- Add ctools / features capabilities to export configuration to code / features.
Thoughts?

However I'm not closing the issue completely, as a future 3.x version could possibly address this (and another similar) issue.

We'd basically work on the 3.x branch as part of our project with the assumption that you're good with those features and roll them into the module.
