On php 8.2 I faced with error 

Call to deprecated function utf8_decode()

Steps to reproduce

Switch to PHP 8.2 and enable dblog

Proposed resolution

I would propose fixing issue replacing deprecation function

I have verified the issue on my local. issue has fixed moving RTBC++

If someone is able to read the code, and just switch the 1st if with the 2nd elseif, then no need to do two function_exists() checks.
