Problem/Motivation

\Drupal\plugin\PluginDefinition\ArrayPluginDefinitionDecorator does not support plugin definition descriptions.

Proposed resolution

\Drupal\plugin\PluginDefinition\ArrayPluginDefinitionDecorator should implement \Drupal\plugin\PluginDefinition\PluginDescriptionDefinitionInterface in order to support plugin definition descriptions.
