I have a problem in using AT Core 7.x-3.1 and Pixture Reloaded 7.x-3.0-rc1 themes,
I place them in /sites/default/themes.
Before I enable pixture reloaded theme, I set the public file system path and private file system path in another directory one is in sites/all/a/1 , another sites/all/a/.
When I finished the setting, I found that the CSS doesn't work. The page just like my attachment, and I can't set the width either.

Jeff Burnz CreditAttribution: Jeff Burnz commentedMost likely issue is those new folders are not "writeable", you need to check the permissions and make sure they are relaxed enough for Drupal to read and write files.
However the theme should still be looking much better than that - for example it should like something like Pixture Reloaded but with a broken layout, so also check you have uploaded all the files for the theme, and that the theme folders are "readable" as well.
A lot of issues like this are caused by permissions.
