Plus, we don't really know for sure when posting the first time. And if the comments are moderated on a site, you won't know whether it's going to be published or not anyway...
And you may want to check whether the link is a dofollow or not as you're at it... 8-}

Maybe you could submit a patch? Or maybe that could be a separate module pingback_check. All that module needs to have is access to the existing database to know the destination URLs.
