I have the same problem.

Have you by any chance got the phpbbforum module installed? Cause the full error I get is this:

Fatal error: Cannot redeclare utf8_substr() (previously declared in /home/swortimor/domains/swtor-immortals.com/public_html/modules/phpfreechat/phpfreechat/lib/utf8/utf8_substr.php:18) in /home/swortimor/domains/swtor-immortals.com/public_html/phpbb/includes/utf/utf_tools.php on line 217

So it has to do something with phpbb. But with me not being a coder, I have no clue as to what it is.
