Problem/Motivation

When no bundle is selected in "Allowed bundles" all bundles should be eligible.

Steps to reproduce

* Go edit the display settings of a content entity with a entity reference revisions field.
* Select "Paragraphs enhanced summary" formatter for an entity reference revisions field.
* In the configuration form, don't select any bundle in the "Allowed bundles" section. Save.
* Formatter settings summary shows "Allowed bundles: All"
* Visit an entity of the corresponding type/bundle. No data is shown for the configured formatter.

Proposed resolution

Allow all when none selected.
