paragraphs not working with drush content:export ?

Problem/Motivation

exported nodes with paragraph fields do not have dependency on referenced paragraphs

Steps to reproduce

`drush content:export node --with-dependencies --dir=/tmp/`

Proposed resolution

not sure, but i think the issue is in https://api.drupal.org/api/drupal/core%21lib%21Drupal%21Core%21DefaultCo... so maybe this is a core issue?
