The Views Content pane title is overridden by Panels pane settings, but the overriding value isn't translated properly. Seems to me that it might be sensible to not force re-setting the title in the pane settings, but I fixed this by setting the title with a t() call.

I'm a bit confused by the description and comments in #2309735: Allow views pane title to be translated, so I'm not sure if this is a duplicate issue. Perhaps not.
