Now as I'm taking a look at Panopoly I'm feeling really stupid.
I don't want to login with user1 and tried to create a developer role that essentially has all permissions of user1. When I do this and try to set the permissions I am missing many of the permissions for Drupal.
What am I doing wrong?

I wonder if it might be useful to add a developer role to Panopoly.

sylus CreditAttribution: sylus commentedI think Panopoly is trying to ship with a minimal set of roles. Depending on whether your are deploying Panopoly as a base distro you can extend it with your own roles quite easily :)
