Problem : hide IPE when viewing a Node that Content type is Panelized

Hi

i am on both latest dev version of Panels, Why so slow? and Panopoly (1.41).

When i enable the module , it hide IPE's bottom's toolbar ("customize this page", Customize this Layout) when viewing a Node that Content type is Panelized
