In IPE the display of regions is not consistent. When dragging/dropping or using the "Move" menu they are all using the machine name in both value and display, but when assigning a block to a region, the region is machine_name|Label as expected.

Both should be using this format as is more user-friendly and with some layouts machine names may not make as much sense as the label.

This also aligns with how it is output in the wizard (non-IPE).
