error on editing form of file field

When the "Node add/edit form" page has enabled and a file field add as a field form content, the user that want to upload a file see this error:
"An unrecoverable error occurred. The uploaded file likely exceeded the maximum file size (2MB) that this server supports."
Even if the file is small this error is accorded.
