Page Load Progress is compatible with Drupal 9!

• Add core_version_requirement key in info.yml file

This is the first production-ready release of the page_load_progress module for Drupal 8. It works exactly the same and brings a few improvements:

• use page load progress permission: the use case is for e.g. admin users who want to click around even when time-consuming tasks are being triggered
• Full-test coverage with PHPUnit's BrowserTestBase

Added a z-index value to the spinner image div to fix bug #1697512

Initial stable release.
