Problem/Motivation

Drupal 11 requires Drush 13. Part of making this module Drupal 11 compatible is supporting Drush 13.

1. Is there a way to continue supporting Drush 12 (ie continue to use drush.services.yml) while moving to a Drush 13 compatible implementation?
2. If there is no easy and clean way to support both versions, add Drush 13 to a breaking version change ( orange_dam 3).
3. Otherwise, implement changes needed to make the commands work in both Drush versions.

Let's Drop backwards compatibility to Drush 11.

I'm running into an issue with Drush that is making it difficult to test these changes with Drush 13. Everything works fine on Drush 12.5.3.
