Opigno roles and features should not depend on OG Forum

Opigno Forum can have that as a dependency, but not opigno features and roles.

Edit: It seems that the entire export of permissions, should be rethought. All permissions should be exported to the modules actually needing the permissions - like the forum app, calendar app and so forth.
