Update Drupal core to 7.36.
Update various modules including: Features, Message, Service Links, Better Exposed Filters, CAPTCHA, Date, Media YouTube.
Fix #2476233: Remove foreign keys and use new versions of Debut Bio, Debut Event, Debut Highlighted, Debut Link, Debut Location, Debut Media and Debut RedHen.
This release includes a major reworking of Open Outreach and its included Debut features to upgrade to the 2.x branch of features. See #2429513: Update Features module to v2. While we've taken care to minimize impact on existing sites, and our test upgrades have worked smoothly, this is a more significant update than most and site admins should plan accordingly. Take a full backup! Schedule sufficient time!
This release of Open Outreach includes security updates for Drupal core and Entity API as well as various non-security updates for other modules and themes.

Open Layers has not been updated as we were hitting some incompatibilities with the Debut Location feature.
As well as updating to the latest release sof Drupal core and various contributed modules, this release of Open Outreach includes changes focused on making the design responsive as well as various fixes and tweaks to the Debut Highlighted, Debut Media, and Debut RedHen features.
Coming fast on the heels of RC3, RC4 includes release updates to new releases of several modules to address bugs in the RC3 release. If you're upgrading directly from RC2, be sure to read the RC3 release notes.
Important: RC3 introduces a new dependency, the Apps compatible module. Before updating, make sure you have logged in with a site administrator account (a user with the user permission administer software updates or the account you created during installation). Immediately after updating, you will need to run the update script as an admin user at http://example.org/update.php (replace example.com with your domain name). See documentation on updating from one minor version to another.
The new release includes some significant fixes to a number of issues reported after the switch to using apps at the last release. Thanks to all of you who are posting issues on the drupal.org issue queue for Open Outreach as that really helps us improve the distribution.
Nedjo has also tackled some major re-factoring of how roles are generated in all of the Debut features. To do so, he has created a new helper module--Apps compatible--and deprecated Debut.

This dev release will not always be easy to install and use since we develop it in sync with the dev branches of various other projects (mainly the Debut features) and typically post new releases of the Debut features prior to a new Open Outreach release.
