Restore "streams" of features or apps at install time

When we dropped use of Subprofiles, we lost the ability to define collections of features/apps to preselect at install time for given use cases. With an expanding set of features, it would be great to restore this.

Would require a solution to #1444770: Enable multiple install-time profiles in Apps.

Could be addressed in 2.x by #1930682: Restore Subprofiles at install time.
