Deals times and other times are incorrectly put into my database

I have installed and uninstalled the beta and dev version but every time I do the deal's times are incorrectly shown on the deals page or any other time dates are saved to phpmyadmin. The input is correct and the time zone is correct for me, United States, but every time the data is saved to the database four hours are added to the time. I was wondering if there was any specific input format for phpmyadmin that I need or certain collation. The deal will end at the correct time but code input to the database is wrong and any rules scheduler will not work properly. Any ideas?
