On the Upcoming Events page events are sorted by the order they were created. Should be sorted by the order they are scheduled.

I resolved this somewhat by updating the view to sort by the 'when' field. It only works when there is only one 'when' field present (preventing entry of both start/stop times for an event).

Be sure the "Promotion Options" for each individual event (in Content) do not have "Sticky at top of lists" checked. When you removed/added a "When" field, it reset the creation date.

It sounds like you have found the correct place to edit the particular "View" in question. You may select multiple properties to sort on, in any sequence you wish, each by your choice of ascending or descending.
