Overide overide-layout.tpl.php on registation page

I'm trying to use my own templates on

/user/register/recruiter AND
/user/register

I only have the following,

but i need to use my own page.tpl.php but my templates are ignored

* page--user--register--recruiter.tpl.php
* page--user--register.tpl.php

only hero-layout.tpl.php is used.
