Machine-readable Name Rules

I'm not sure whether the description/message is wrong, or the actual requirement, but when I try to create a subtheme with a number in the name, it doesn't work. The message I get is:

The machine-readable name must contain only lowercase letters, numbers, and underscores.

This clearly states a number is allowed, but it clearly isn't, because removing the number solves the problem.
