I am not a Windows expert, but am forced to use Windows for work. Running "bundle install" is failing when it gets to eventmachine. If I manually change the Gemfile.lock file to use 1.0.4 instead of 1.0.3, it works. Here is a Github issue about the problem:

I don't know the ramifications of this change, but will submit a patch shortly.
