What do you think about the ie7-js library? Why isn't IE9.js called in html.tpl ?

Hi,

I discovered the ie7-js library https://code.google.com/p/ie7-js/
it looks great and I was wondering why the IE9.js file it is not called in html.tpl.php in Omega 4?
