Sorting of menus in Menu Parent dropdown

Hi folks; I don't know if everyone has this issue or not, but we were running into trouble with the Menu Parent dropdown being ordered by menu ID rather than title -- which makes it hard to find your menu if you're an admin with 50 some groups under you.

So I made a patch... a patch that I *think* works without bringing the system to its knees, and I wanted to share it back, just in case it might be of help to you all. It's just a few lines and it seems to be pretty snappy on our system. This hasn't been extensively tested and it only sorts the Menu Parent list, not anything else, but that seems to be the worst offender.
