oEmbed providers list page is not accessible through menu even it's declared in oembed.roting.yml file

Here I'm proposing to add a tab in the oEmbed module settings page linking to that page.

To do that, it's necessary to implement oembed.links.tasks.yml file.

I've just renamed the task name to oembed.providers instead of oembed.import.

I found this also, and had to go spelunking into the code to find the providers page at /admin/config/media/oembed/provider.
There is also /admin/config/media/oembed/test which is useful, but hidden and should be made available.
