dialog box not opening on top

Yesterday I posted https://www.drupal.org/node/2217777#comment-9251815 but think that it's actually a different issue. It looks like when I thought the dialog box wasn't opening, it actually was opening, but behind all the other open programs. So I can see the dialog box if I minimize all the other running applications manually.
