Instead of grouping meta tags by what the tag is for, e.g. all of the title fields together, redo the form so that the tag fields are grouped by they're "collection", e.g. "Basic", "Advanced", "Dublin Core", "OpenGraph", etc.

This should also affect the meta tag output, i.e. they should also be grouped together in the same way.
