I think that the body text on pages should not be a required field for a couple of reasons
1. Required fields are intended to stop users from missing a field that they *must* fill in to create a piece of content.
It's very unlikely that a user would intend to create a page with body text but then forget to add that body text and then need to be prompted to fill in the field.
2. It is much more likely that a user might create a page with a title and use the rest of the page as a holder for views, blocks, or something else. They would then be stuck forced to fill in a body field they aren't going to use. (If this is a good strategy or not is another argument) but it's quite likely to happen.
Please free users from the oppression of forced body fields.
