Support importing integer taxonomy terms that are not tids without a hash '#' prefix

This is a patch that allows for the import of taxonomy terms that are integers, but not tids, without using a '#'. We did not know about the functionality of content_taxonomy_node_import_check_numeric() which states "Using a # in front of your number will make sure it is treated as a value."
