Config rule missing?: Confirmation mode when using the Save as...

When upgrading from 7.x-1.0-rc2 to 7.x-1.0 we noticed in the configuration section that the feature for "Confirmation mode when using the "Save as a new node then edit" method" went missing and the removal isn't documented in any of the updates since rc2. Apologies up front if we missed something. Was it removed? If so, why? Thank you.
