I had a real problem with the gallery not re-sizing in a responsive theme. Nothing would work until I edited the downloaded css library (sites/all/libraries/nivo-slider/nivo-slider.css).
On line #13 change "width:100%" to "max-width:100%" and that did it.
Hope this helps someone.

youronetouch commentedI had this same problem as well. A part of my issue though was that the block that I had the Nivo Slider in extended all the way across the screen, so when I tried this a had a huge slide that took up most of the page.On the phone obviously this was not a problem since it is so small.
This was an issue for two reasons. First they were simply just too large for the site on a computer, and second I had designed the slides at 750px width which made the images larger and pixelated. So I tried a few different ways after this and nothing worked.
I just came back to this to see if there was any thing I could do similar to this since it was the fix that worked best. What I wound up doing was instead of placing "max-width:100%" at line 13 I used "max-width:750px". So now it is nicely center in the banner block on the computer and it shrinks proportionately on a phone.
Also, to help so that there was some separation from the edge of the screen and the slider, I had to add left and right borders to the #banner in the theme's style.css with the corresponding background color.
Thanks for adding this. It helped a lot in getting the right setup for my site.

andrtroe commentedSeems it was fixed in last nivo slider version. Even in bartik theme its responsive by default.
If I`m mistaken please reopen the issue.
