When building a sub theme that inherits newsflash, the theme-specific settings are not properly displayed on the sub theme's settings page. Instead, whatever settings are in place for the newsflash theme are displayed.

This seems to be caused by a bug in the phptemplate_settings() function called in theme-settings.php.

Attached is a patch.
